The purpose of this hearing is to present the proposed Draft Dissolution Plan for the Incorporated Village of Mastic Beach, as approved by the Incorporated Village of Mastic Beach Board of Trustees on February 1, 2017. The proposed plan outlines how the Incorporated Village of Mastic Beach will dissolve and what government services, local laws and positions will be continued or not continued as a result of the Village’s dissolution. The following is a summary of the proposed Dissolution Plan for the Incorporated Village of Mastic Beach:

• Upon dissolution, the projected tax rates for former Village property owners are anticipated to be $23.07, an increase of $3.37 per $100 of assessed value, excluding any awarded Citizens Empowerment Tax
Credit (CETC).
• All Village positions, elected and civil, will be eliminated upon dissolution. All Village Departments will be eliminated.
• The entity’s assets, including but not limited to real and personal property, will be sold with the exception of the marina and the stick docks which will be transferred to the Town of Brookhaven.
• The Village residents will be responsible for all existing debt at the time of dissolution which includes but is not limited to the bond covering the purchase of Village Hall, payment of employee benefits, and any litigation settlements.
• The Village and Town of Brookhaven will pursue the Inter-Municipal Agreements (IMAs) to carry out the dissolution. The IMAs are designed so as to be effective June 1, 2017, through December 31, 2017.
• All services currently provided directly by the Village will be provided by the Town of Brookhaven, at its discretion.
• The effective date of the proposed dissolution shall be December 31, 2017.
All interested parties and citizens will be given an opportunity to be heard in reference to the above Draft Dissolution Plan, which is found on the Village of Mastic Beach website www.masticbeachvillageny.gov, at the designated time and place stated above. The work consists of the following:

Construction of the new 79’x48’ Surface Water Transportation Center located at the Long Island Maritime Museum in West Sayville, New York. Construction of the building will be in accordance with the plans and specifications developed by BBS Architects and the requirements of this contract document. This project is being funded under the Federal Highway Administration (FHWA). As such, the contractor will be required to meet all of the Federal requirements contained in this contract. The contract has a 3% Disadvantaged Business Enterprise (DBE) Goal as well as Equal Employment Opportunity Goals of 5.8% minority participation and 6.9% female participation. “Buy America” requirements apply to this federally funded project. This Project is to be bid as a multiple prime project as indicated below.

All Contract Documents may be examined on the plan review table at the Suffolk County Department of Public Works (Rudolph M. Kammerer Building) 335 Yaphank Avenue, Yaphank, New York 11980, between the hours of 9:00AM and 3:00PM daily, except Saturdays, Sundays and holidays, on or after December 29, 2016. In order to obtain a set of Contract Documents, eligible bidders MUST visit http://www.suffolkcountyny.gov, click on “Business”, then “Bids & Proposals”, then click “Please click here for access to the Suffolk County Purchasing System”. This will bring you to a home-page where you can “Log-in” to view and print the offerings. New users click on “Log In” to create a new account to register. When creating your profile, ensure that you select NIGP codes 909, 910, 912, 913, 925, and 968 which will allow you to view the appropriate documents and receive future e-mails about Lettings/Capital Projects. You are responsible for downloading and printing all appropriate Contract Documents. You are also responsible for checking the site frequently to ensure that you have all addenda. Eligible bidders must have registered on the Suffolk County Department of Public Works Purchasing Unit web site to be eligible to submit a responsible bid.

CONTRACT NO.1 (GC-1) – PILE FOUNDATIONS, WOOD STRUCTURAL FRAMING, SITE WORK

CONTRACT NO.2 (GC-2) – PRE-ENGINEERED POLE BARN STRUCTURE INCLUSIVE OF ALL EXTERIOR CLADDING, DOORS AND WINDOWS, ELECTRICAL & PLUMBING

Note: This project will be bid as a multiple prime contract.

Bids for this contract shall be submitted in a separate sealed envelope with the name of the contract clearly noted on the outside of the envelope. Bids shall be accompanied by a certified check or bid bond in an amount not less than five percent (5%) of the total Base Bid, made payable to the Suffolk County Treasurer. This bid bond will be held as a guarantee that in the event the bid is accepted and contract awarded to the Bidder, the contract will be duly executed and properly secured.

(This is a FHWA funded contract with a Disadvantaged Business Enterprise (DBE) Requirement of 3%.)

The bids shall be delivered in person, by the Bidder or his agent, at the time and place stated.

NOTE: Notice to Bidders and Bid Results are posted on the Suffolk County Web Site at http://www.suffolkcountyny.gov. Go to Department Directory link and scroll down menu to choose Public Works. Then click on Bids and Contracts. Bid Results will not be given out over the telephone. You are requested to access the County website for this information. If you are not in attendance at the bid opening, please be patient while we process and post the results. Results will typically be posted within 24 hours after the bid opening.

Please note that all construction projects over $250,000 advertised after July 17, 2008 will be subject to training requirements pursuant to Section 220-h of the NYS Labor Law.

Please note that all construction contracts involving construction, reconstruction, improvement, rehabilitation, installation, alteration, renovation, demolition of, or otherwise providing for any building, facility or physical structure of any kind with a value in excess of $250,000 will be subject to Apprenticeship Training Program requirements pursuant to Article 23, Section 816b of the NYS Labor Law and Suffolk County Resolution No. 1866-2014, specifically requiring graduate of apprentice(s) in the trade(s) called for within the construction contract within specified time period preceding the bid date of project.

The Commissioner of Public Works reserves the right to reject any and all bids.
